Relationship to the Internal Credit Allocation and Issuance Procedure
This public document is based on the internal Credit Allocation and Issuance Procedure of OurOffset Nonprofit Kft., and serves as a summary‑level extract prepared for external stakeholders. It outlines the minimum formal, substantive, and independence requirements necessary for the allocation and registry‑level issuance of carbon units, all of which must be met for the evaluation of issuance requests and the adoption of registry decisions.
The detailed internal processes, verification steps, risk‑assessment logic, decision‑making authorities, and archival requirements are defined in the internal procedure, which is not public and exclusively governs the internal operations and integrity‑protection controls of OurOffset. In the event of any discrepancy, the internal procedure shall prevail.
1. Purpose
This policy defines the high-level principles and minimum procedural steps applied by the OurOffset Registry regarding the approval and issuance of carbon units (carbon credits) in the OurOffset Registry.
The policy supports integrity, transparency, traceability, and trust in alignment with international best practices and the spirit of the ICVCM Core Carbon Principles (CCPs).
2. Registry Role
OurOffset operates as an independent carbon registry and maintains a public record of issued and retired carbon units.
OurOffset does not:
- design or implement carbon projects,
- act as a verifier or auditor,
- appoint or accredit verifiers,
- guarantee the factual accuracy of third-party documentation.
OurOffset evaluates submitted documentation and determines whether it meets the minimum requirements for registry approval and issuance.
3. General Issuance Principles
Carbon units may only be issued if:
- complete project or methodology documentation is submitted,
- independent third-party verification and audit documentation is provided,
- no material conflict of interest is identified,
- registry-level completeness and plausibility checks are successfully completed.
Issuance is not automatic and is always subject to registry-level review.
4. Submission and Secure Communication
Applicants may submit documentation through secure channels supported by OurOffset, including:
- direct file upload to the OurOffset server,
- secure internal support communication channels.
Data transfer is protected using encryption (SSL/TLS) and access control measures. OurOffset applies strict confidentiality principles and maintains an audit trail for registry decisions.
5. Registry Review Process (High-Level)
Registry approval typically includes:
- formal completeness check,
- review of verification documentation,
- plausibility and consistency review,
- registry decision and documentation of the outcome.
If documentation is incomplete or inconsistent, OurOffset may request additional information or clarification.
6. Possible Outcomes
Following review, OurOffset may:
- approve issuance,
- approve issuance conditionally (subject to corrective action),
- reject issuance with documented reasoning,
- suspend the review pending further clarification.
7. Issuance and Registry Recording
Upon approval, carbon units are issued in the registry with:
- unique serial identifiers,
- issuance date,
- monitoring period reference,
- project/methodology reference,
- audit and verification documentation reference.
Issued units are recorded in a transparent registry format.
8. Post-Issuance Actions
OurOffset may apply registry actions including:
- transfer of units,
- retirement (removal from circulation),
- freezing (temporary restriction),
- revocation (withdrawal in case of proven error or misconduct).
9. Updates
This policy may be updated periodically to reflect evolving best practices, international guidance, and improvements in registry integrity and security procedures.
The version published on the OurOffset website is always the current version.
